Annotation

The article gives an outline of the author’s opinion concerning slow rates of modernization of Russian education, on problems which hinder its development. The author feels sure that to make all techno-parks, scientific towns, innovative higher schools, IC “Skilkovo” work, corresponding approaches are required. Thus, the article offers new approach to preparation pedagogical staff in higher school and system of professional skill improvement for educational workers. According to the author, only good intentions and mottos like “Russia, forward!”, “Our new school”, “Skolkovo” etc. cannot solve the problem. New approaches to preparation of pedagogical staff, based on fundamental scientific researches, are necessary.
