DEVELOPMENT OF THE POST-SOVIET EDUCATION MANAGEMENT SYSTEM IN RUSSIA
Annotation
The purpose of the article is to analyse the existing approaches to the educational management system in Russia during the post-Soviet period. The author sets the following objectives: to reveal the stages of transformations; define the main trends in the education management at each stage of its development. During the perestroika period (1985–1991) the attempt of the educational system reformation failed because the controlling system still had authoritarian values. The second period – reformation (1992–2000) was characterized by regionalization and municipalization of the educational system, the development of the regional educational systems, introduction of the management innovations. The main objective of the education management during the third period, modernization (since 2001 – to present time), is managing educational development with public participation.Key words
