STAGES AND SOME FEATURES OF DEVELOPMENT OF PEDAGOGICAL STAFF PREPARATION SYSTEM IN PODOLSK PROVINCE IN THE CONTEXT OF EDUCATIONAL POLICY OF THE IMPERIAL GOVERNMENT (SECOND HALF OF ХІХ – BEGINNING OF XX CENTURIES)

Annotation

On the basis of the analysis of documentary, legislative, historical and archival materials and periodicals, the author of the research raises the questions connected with the imperial policies in the field of education. The article deals with the stages and features of system of pedagogical staff preparation in Podolsk Province in the second half of XIX - beginning of XX centuries. The paper is based on the researches of national and foreign scientists, teachers, regional specialists, a number of archival materials from funds of Vinnitsa and Khmelnitsky regional state archives of Ukraine. The author describes the essence and content of reactionary and antidemocratic policy of autocracy concerning the sphere of education that was aimed at full centralization of this area, education of rising generation in terms of obedience to tsar, Orthodox Church and the empire, preparation of such teaching staff that would thoughtlessly follow the instruction of higher power structures.
